Congress
established the New Source Review (NSR) permitting program as part of the Clean
Air Act Amendments. This program served two important purposes. First, it ensures that air
quality is not significantly degraded from any new or modified factories or power plants.
Second, it assures the public that advances in air pollution control occur concurrently with
